According to article 35 of Title Deeds Law, foreign nationals (real persons) are able to aquire property in Turkey on the conditions of being reciprocol and complying with legal restrictions.

The process for buying a property in Turkey
Reservation Contract
The conditions of the Reservation Contract under which you pay reservation only deposit to take the property off the market for a short period are such to provide you with time for your lawyers to do the due diligence in preparation of you signing a preliminary/promissory purchase contract and pay the full deposit. If you withdraw due to any legal problems you are contractually entitled to a refund of your reservation deposit, be aware that if you just change your mind you may lose the reservation deposit.
The Preliminary or Promissory Purchase Contract is the legally binding contract to buy the property. This is a premilminary step towards the signing of the formal contract of sale. As a "preliminary contract" it is legally binding. If you withdraw at this stage of the purchase you lose your deposit and may be liable to further action from the seller. Do not sign this contract until you are satisfied as to legal and structural status of the property.
The checks needed post signing the Reservation Contract
The checks required will depend on the type, age and construction of the property, the following checklist covers the main points your solicitor should cover with you;
1. The check with Land Registry to make sure that the vendor is the registered legal owner and that the property is free from debts or other onerous burdens
2. The results of a planning enquiry to establish the current planning status for the property. In the case of a new property the construction licence for the building of the property or if resale property the habitation certificate authorising the occupation of the property as a dwelling.
3. The conditions in the proposed contract of sale and that the terms are fair and contain no omissions, including guarantees securing the completion of the property.
4. The results of the structural survey, as with the UK this will be a necessary step in obtaining a mortgage.
5. If you are planning to make alterations to the property, an extension or adding a swimming pool for example check that the authorities will in principle grant approval, as with most planning systems this will not be binding until a proper application has been made.
The next step is the Preliminary or Promissory Purchase Contract, at this stage you are required to pay the full deposit as set out in the reservation contract.
The Preliminary or Promissory Purchase Contract
Your solicitor we will need to obtain a tax identification number and prepare a Power of Attorney authorising them to sign the tapu senedi on your behalf, assuming you will not be in Turkey to sign yourself.
You will need to have opened a bank account in order to have the funds available to complete the purchase.
Your solicitor will need to confirm that the vendor makes an application for 'military permission' on your behalf which is necessary requirement for foreigner to own land in Turkey.
Once you have signed the Preliminary or Promissory Purchase Contract you are committed and you can only withdraw if you can prove breach of contract on strong legal grounds
The Final Contract or Deed of Sale (tapu senedi)
It is at this stage when you sign the tapu senedi that you are required to the balance owed on the price of the property plus taxes and other fees. This tapu senedi is the document transferring ownership to you.
The tapu senedi is signed at the Land Registry in front of an officer of the registry when at the same time the officer will register your title.
